Big Win to Finish-out 2025 – In December, Anderson County Council passed a new ordinance significantly updating its land development standards. It is meant to curb destructive mass grading by prohibiting clearing more than 15 lots at once, promotes “site fingerprinting” (conforming to natural contours), requires tree preservation, and adds incentives to developers who follow or go above these new regulations. This ordinance ains to protect natural resources, manage stormwater runoff, and reduce erosion with specific rules on slope stability and buffer zones. This makes a major shift from previous practices.
Moratorium – The 3 month moratorium is due to expire January, 5 2026. A new moratorium is on the agenda for a vote at the Jan 6 CC meeting. If you are interested in promoting another moratorium, contact your CC member, also show up at the Council meeting Tuesday evening to express your concerns. Chairman Tommy Dunn said he was not interested in an extension of the 3 month moratorium he introduced. We need you to contact your CC Representative and ask them to vote yes for another moratorium.
Bailey Bill (SC Code of Laws 4-9-195 and 5-21-140) – A state law that freezes property tax increases and enables counties and municipalities to offer tax incentives for the preservation of historic properties, This bill allows local governments to stimulate historic preservation and economic development. Some of the surrounding counties and municipalities already using this tool are: Abbeville, Aiken, Greenwood, Pickens, and Greenville.
2025- Ordinance 12/30/2025 to amend the Anderson Land Development Standards to incorporate provisions for minimizing mass grading, preserving natural topography, requiring tree preservation and establishing development incentives. for full residential subdivisions. ***This ordinance was passed unanimously.
Riparian Buffers – An ordinance increasing all buffer zones also passed committee and has been moved to the full Council, It passed 1st reading but Tommy Dunn stated he had amendments that he wanted to add but wouldn’t do so until the 3rd reading. What will he propose then????
Update> Congratulations Anderson County for passing the new riparian buffer ordinance as proposed. You have taken the first steps to make Anderson County great again! Now municipalities, please follow suit!
Anderson County Schools – Counsel Member Jimmy Davis held a public open house in April and invited representatives from all school districts. Here is a brief report:
District 1 – total of 14 schools K-12. Occupancy is between 61-100% with 7 portable buildings in use. Student/teacher ratio is 16/1. District 2 – total of 7 schools, Total current enrollment is 1060 with a capacity of 1450. Student/teacher ratio is 15/1. District 3 representative was not available. K-12 has 5 schools with a student/teacher ratio of 15/1. District 4 – total of 6 schools K-12, didn’t state current enrollment or capacity but that they were building addition to 2 elementary schools and a new high school, District 4 will now have 2 school bonds to pay off. Student/teacher ratio is 14/1. District 5 – total of 19 schools K-12. All schools except 2 high schools (TL Hanna and Westside)claim to have room before meeting capacity. Both high schools are at 100-108% capacity. Average student/teacher ratio is 14/1.
Anderson Reservoir Subdivision – July 8, 2025 – A huge planned, mixed use subdivision located between Hampton and Welcome Rds. was passed by the Planning Commission. There is predicted to be 1,000+ homes This subdivision was narrowly approved (Yes Vote – Wesley Grant, Will Moore, Brad Burdette, Scott Junkins, Nark Burns. No Vote – David Cothran, Steven Gilreath, Dan Harvell, Jane Jones.
Planning Commission Update – May 13, 2025: There were 11 items on the agenda plus 2 executive sessions. 7 PC members were present (absent was Chairman Wesley Grant and David Cothran). 2 rezoning items were withdrawn, 1 variance request was granted. There were 8 subdivision applications; 5 were approved, 3 denied. 108.22 acres and 101 units made up the 5 approved applications
